We may have to change how we think about “free” parking.

A new research study about our downtown parking, the Walker Report, presents revolutionary conclusions:

“Underpricing parking is subsidizing driving, and thus increasing traffic.” 

If this turns out to be what we have been doing to ourselves downtown, do we have the courage to make needed changes?
