Second-hand smoke is a health threat, and in multi-family housing a neighbor’s smoke can put you at risk.

It’s not easy to balance health concerns against privacy rights and the possibility of causing the eviction of long-time renters.

Here is my latest careful expansion of multi-family housing restrictions on smoking, so everyone can breathe more easily.
